Msida Local Council Ongoing Project
Civic Centre
It was way back in 1997, that the Msida Local Council started planning on building a Civic Centre, today found at Pjazza Menqa, Msida. Through this Centre, the Council aimed to be able to better deliver all its services, whilst having the physical capacity to deliver services effictiently as in the private sector. Following years of planning and negotiations, it was in February 2007, that the construction of the Centre started, with it’s official opening being on the 3rd of February 2008.

This is a list of Services offered by the Msida Local Council.
Infrastructural Works
The Local Council is responsible for infrastructural works and projects, such as the maintenance of already existing pavements and roads. Maintenance of roads includes resurfacing and asphalting but does not include the construction of new roads. This falls under the responsibility of ADT.
Further than this, the Msida Local Council undertakes other infrastructural works such as the construction of new pavements, new rain water culverts, public gardens, traffic management systems and so on.
Traffic Management
The Local Council is responsible from the maintenance of traffic signs and road markings according to national and international standards. The Msida Local Council enacted a sub-committee for Traffic Management which reviews suggestions and complaints regarding traffic matters. The sub-committee also plans and proposes new traffic management systems to ADT.
The Council can only implement new traffic management systems after approval from ADT.
The Council also undertakes constructions of traffic management systems such as roundabouts, central strips and traffic calming measures (sleeping police).
Before implementing, and submitting proposals to ADT, the Msida Local Council consults with all competent authorities and residents so that changes in traffic management systems and truly holistic and reach both residents’ and public requirements.
Sweeping and Cleansing of Roads and Pavements
The Local Council is responsible for the sweeping and cleansing of roads and pavements within its locality, both in the urban and in non-urban areas. Most areas in the locality are swept twice a week, with other areas being swept three times a week depending on the necessities and special circumstances of an area. For instance, areas where schools are located have to be swept more frequently since rubbish accumulates quickly.
Emptying of Rubbish Bin
The Local Council is responsible for the emptying of rubbish bins and any other container used for this purpose and fixed in public places such as playing fields, public gardens and pavements.
Door-to-Door Refuse Collection
The Local Council is responsible for the domestic collection of refuse from all households in the locality. This door-to-door collection is done on a basis of six-days a week, including public holidays.
The Msida Local Council is also part of the ‘Recycling Tuesdays’ scheme, were recyclable material is collected door-to-door every Tuesday morning, following the normal collection of non-recyclable waste on the same day.
Collection of Bulky Refuse
Bulky refuse is collected twice a week, that is, on Wednesday and Friday. Bulky Refuse consists of general bulky waste from private households such as fridges, sofas etc. One may book this service by clicking here or by calling at the office on 21 334 343.
It is of utmost importance that all bulky refuse is taken out on the same day of collection.
Pruning of Trees
The Local Council is responsible of pruning the trees in those roads which fall under the responsibility of the same Local Council. Those trees which are located in arterial roads are pruned by Central Government and not by the Local Council.
The pruning of trees is subject to technical and environmental considerations.

Maintenance of Public Gardens
The Local Council is responsible for the upkeep and maintenance of playingfields, public gardens and green areas. This includes planting and watering of plants and shrubs, maintenance of fountains, lighting and garden security.
The Msida Local Council, in collaboration with MEPA, is currently in the process of upgrading all the playingfields, and planning the construction of new gardens in the locality. The garden at Misrah 5 ta’ Ottubru was the first to be embellished through the Urban Improvement Fund programme, in July 2008.
Whenever possible, these places should be accessible to disabled persons, including those with wheelchairs.
Maintenance of Public Convenience
The Local Council is responsible for the cleaning, upkeep and maintenance of the public convenience found at Misrah 5 ta’ Ottubru garden, opposite the Msida Police station. Latrine attendants regularly monitor the public convenience which are open daily between 7.00 am and 11.00 pm in summer, and 7.00am and 9.00pm in winter.

Maintenance of Street Lighting
The Local Council is responsible for the maintenance of street lighting, specifically, those street lanterns which are affixed with brackets on walls. Street lighting on poles are the responsibility of Enemalta Corporation.
The Local Council aims to solve street lighting problems within a period of five working days or less. |
